Senate Democrats blocked an attempt to bypass the Obama administration and approve the construction of the controversial Keystone XL pipeline.

Supporters of the measure needed to win 60 votes to end debate on legislation to go ahead with the pipeline and move to final passage in the Senate, but they fell one vote short Tuesday evening, 59-41.

Republicans, and some Democrats, have long been frustrated with President Obama and his administration for delaying approval of the pipeline. The House of Representatives has voted several times before to take the decision out of his hands and approve it, but this was the first time the Senate had taken up the question.

Tuesday’s vote was spurred on by Democratic Senator Mary Landrieu of Louisiana, who is still fighting for re-election to her seat after both she and her Republican challenger, Bill Cassidy, failed to win more than 50% of the votes in November’s midterm election. They will face each other in a runoff vote in December.
